In March, during the Week of Action in Defense of Cuba, we showed up in force. More than 30 actions across dozens of cities, from California to Maine, Florida to Minnesota, and beyond, made clear that Cuba is not alone. The International U.S.-Cuba Normalization Conference in New York brought together 225 delegates and passed an action plan that launched the Saving Lives Campaign for neonatal and maternal health in Cuba. That was a powerful week. Now we need to go even bigger.
The situation on the island is dire. Doctors are performing surgery by cellphone light. Neonatal incubators are failing during blackouts. Over 100,000 patients are waiting for surgery, including 12,000 children. Three hundred of Cuba’s 395 essential medicines are in shortage. This is not just sanctions. It is collective punishment. It is genocide.
This fall will be decisive for our movement and for the struggle against the U.S. war on the Cuban people. This email contains four ways to plug in.
Prolonged Political Action for Cuba: September and October

* H.R.7521 – United States-Cuba Trade Act of 2026: Introduced by Rep. James P. McGovern (MA). Would repeal the Cuban Democracy Act of 1992 and the Helms-Burton Act, ending the U.S. blockade.
* S.136 – United States-Cuba Trade Act of 2025: Introduced by Sen. Ron Wyden (OR). Would end the blockade and other restrictions on trade and travel to Cuba.
* H.J.Res. 153 – Introduced by Rep. Nydia M. Velázquez (NY). Would direct the removal of U.S. Armed Forces from unauthorized hostilities against Cuba.
* S.J.Res. 193 – Introduced by Sen. Tim Kaine (VA), with Sen. Schiff (CA) and Sen. Gallego (AZ). The Senate companion to H.J.Res. 153.

On October 28, the world will vote to end the US blockade on Cuba for the 34th time. For 33 years, the UN General Assembly has declared that blockade a violation of international law by overwhelming margins, most recently 165 to 7 in 2025. The United States has ignored every one of those votes. Now the blockade has intensified into something far worse.
In January 2026, the United States imposed a total energy blockade on Cuba, threatening any country that supplied the island with oil. Nine months later, doctors are performing surgery by cellphone light, neonatal incubators are failing during blackouts, and over 100,000 patients are waiting for surgery, 12,000 of them children. More than 70 people are dying of cancer every day. Infant mortality has risen 148% since 2018. Three hundred of Cuba’s 395 essential medicines are in shortage.
The UN Special Rapporteur on unilateral coercive measures, the UN High Commissioner for Human Rights, and the WHO Director-General have all warned that the US escalation of economic warfare is killing Cubans. This is not simply sanctions or pressure. It is collective punishment and genocide, the deliberate creation of conditions designed to destroy a people’s ability to survive.
The world has opposed this blockade 33 times. The United States has ignored the world 33 times. The question for 2026 is not whether we oppose the blockade. The question is what we are willing to do about it.
This year, the vote cannot stand alone. This year, the vote must be met with action everywhere.
From October 24 to 31, as part of the global #NoWarOnCuba campaign, we call on all NNOC member organizations, friends of Cuba, and social justice organizations and movements worldwide to organize, mobilize, raise our voices, and show that the majority of the world is with Cuba.

Transnational Material Aid Caravan to Cuba: October 2026 – February 2027
NNOC and VB are coordinating a material aid caravan with organizers in the US, Canada, and Mexico. Planning runs through fall and winter. Material aid collection and consolidation begin in January 2027. The caravan departs for the island in February 2027. More details will be shared soon.
